Mathematics is the core subject in every educational system. However, pupils with learning difficulties in mathematics exists in nationwide. These pupils are lacking of number sense and they face difficulties in learning arithmetic skills. As they encounter difficulties in mathematics, we must start to plan interventions for them. We hope more interventions can support these pupils to ensure a better education. The results of this study provide a clearer picture of the prototype product direction that needs to be developed to help more children who encounter mathematics difficulties. Recommendations are made through framework design and intervention with learning tool entitled Metic Board. We also designed a series of books covering number sense, addition, subtraction, multiplication and division. Hence, basic arithmetic skills will be much easier to learn by a systematic way. It is also important for teachers to understand pupils’ cognitive development in planning learning activities accordingly. This study implicated that more systematic interventions and learning tools should be produced to improve the basic mathematical skills.
