Measuring the service culture of excellence for NGOs is imperative, but there is yet a valid and reliable measurement scale. This is even more critical and urgent to serve the people with special needs (i.e., persons with disability). RehabServE (Rehabilitation Service Excellent) is a measurement tool for systematic evaluation and improvement. It can gauge the community-based rehabilitation (CBR) centre’s service excellence culture towards employees, parents/guardians, and PwD, for sustainability. It consists of 6 dimensions (with 38 items). The measurement scale was scientifically developed and found to be reliable and valid. The centre’s RehabServE score (1-7) will suggest for the areas for further self-improvement. RehabServE has positive effect on the parents’/guardians’ satisfaction and personal health performance of the PwD. The CBR Centres are satisfied with RehabServE.
