To address Malaysia's need for sustainable electric vehicle infrastructure, this study proposes a GIS-based multi-criteria decision-making framework using AHP, FAHP, and TOPSIS to identify optimal locations for photovoltaic EV charging stations (PEVCS). By evaluating societal, economic, environmental, and spatial criteria across 11 districts, the analysis reveals that economic factors specifically construction costs are the primary drivers for site selection. Kuantan emerged as the most optimal location. Ultimately, this systematic, replicable spatial planning model equips policymakers and urban planners with a practical tool to strategically deploy green transportation infrastructure in developing regions.
